+ Made 3.6 combat rebalances. Perfect Runic doctrine works a bit differently: torpedoes are both energy and explosive, and interceptors aren't seperated.
+ Updated tech requirement for the event chain to start (reactor pe -> reactor re)
+ added a new trait, 'infinity calculator' that can be obtained from the technosphere event chain. (this gives a chance for DEs / non psionic DSs to gain the tech).
