- Stopped AI from claiming fallen empires it cannot beat. This fixes angered FE's repeatedly attacking weaker empires. This changes can_add_claim rule so you might want to grab Merger of Rules if you have other mod overwriting it. Also of note: StarNet fixes AI colonising holy worlds too.

- Refactored ai_budgets in preparation for implementation of more dynamic budgeting (min-maxing).

- StarNet ai_budgets are back, in lightweight form for now. Early exploration and expansion is greatly improved compared to vanilla, options to disable AI building habitats or megastructures work again.

- Stopped AI from colonising holy worlds unless it has proper relic or fallen empires which could get angry no longer exist.

- Hotfix: Fixed AI not spending alloys on ships. Technical: \common\ai_budget\ overwrites have been removed as they need to be rewritten to new 3.5 budgeting system.
