Noticed that Ensign AI overspends on their fleet. Fixed it.

Fixed overbuilding of fortresses (this was the only upgraded building where I forgot to add the destruction in the case when there is a motes shortage).

Prevented AI from taking fleet size perks (grasp/GFP) in case of not having enough alloys to fill the current fleet,

Economy changes :
AI builds ecumenopoleis are built even faster now.
AI is less prone to going too much over navalcap (they will still exceed it often but won't do it too much)

Bugfixes:
Fixed a bug where federation weren't declaring wars unless target neighboured the whole federation.
Made federations a bit more likely to form.
