Noticed that Ensign AI overspends on their fleet. Fixed it.

Fixed overbuilding of fortresses (this was the only upgraded building where I forgot to add the destruction in the case when there is a motes shortage).

Prevented AI from taking fleet size perks (grasp/GFP) in case of not having enough alloys to fill the current fleet,

Small patch, some diplomacy changes (still working on it), made AI better control amenities usage, stopped AI from overspamming kinetic artillery in the lategame.

Diplo changes (AI will get more commercial pacts, get more defensive pacts).

Economy changes :
AI builds ecumenopoleis are built even faster now.
AI is less prone to going too much over navalcap (they will still exceed it often but won't do it too much)

Bugfixes:
Fixed a bug where federation weren't declaring wars unless target neighboured the whole federation.
Made federations a bit more likely to form.
