been using it since uh... i 3.8
Nothing that should cause a problem, I've used it at 3.9 fine, and it has no conflicts/overrides with vanilla, or any other mod.
Do remember that auto pop resettlement will work over time, especially if you only have 1 or 2 unemployed, so once you have moved the bulk you should not need to go back, the auto system will take care of the growing pops.
the thing is, i find myself playing some form of empire which ends up resettling all the unemployed pops from all the planets to ring worlds after the mid-game; for this case the there are two additional steps through the menu ("current target ringworld", "resettle unemployed pops") which makes the whole thingy quite tedious; it would be awesome if some mechanic could be implemented to avoid this (set MAIN target, and the a decision directly to resettle unemployed pops to this target). just some food for thought :)

Not sure, is working fine on its own from my end. Possible steam workshop corruption, try unsubbing and resubbing.
