-Updated the On released as vassal onaction
-Removed the trade policies file, fixing an issue where your total trade balance was 0, as 100% of your trade was immediately sold

-Updated all buildings to match the 4.0 format, potentially fixing all capital building-related bugs. Needs a bit more testing in this regard though
-Updated the buildings' scripted effects and modifiers as well
-Removed the trading conversion from the secret Superstate as it was successfully broken in this patch
-Added a Timeline event for Superstate formation
