Code cleanup and optimisation thanks to a script by Fireprince.

Changed fallen empires to be oligarchic rather than imperial to save confusion over "Ethic Focused" being an option under imperial authority.

Changed elitist snobs AI personality to require the pompous purists civic, too many AI empires were picking that personality.

Forgot to exclude gestalt FE's getting the special FE ethic. The script now avoids that (and will undo that on existing saves).

hopefully, remove opinion modifiers related to capitalists vs socialists from appearing twice.

Added new on_action event to fire at game start, single-player save load and yearly pulse to try and ensure fallen empires (pre and post-awakening), Imperial and Corporate have the correct ethics and remove invalid civics once that's been done.

Restored old job check scripted trigger rules to the new precalc game rules (note to Inny: should be no need to change what you already did in merger)

Update job condition checks as a result of above change.
