- Fix for Territory Spawning not working

- Added support for new IsCargoShip tag in SpawnGroup definition.
- Fixed issue with Faction NPCs not assigning faction ownership.
- Isolated potential crash in DistanceChecker method (did not find source, additional logging added along with try/catch to prevent CTD).
- Added logging for new Exploration Encounters using Voxels. Have not resolved how position offset is applied, so these encounters will likely spawn mis-aligned from their voxels.
