This mod changes the Overtuned Origin from the Toxoids DLC to solve three outstanding issues with it:

1) "Damn the Consequences" Edict was not working with the Edict Pool.

This has been fixed.

2) The above Edict's cost was calculated as 80% of your net Unity, creating a recursive calculation that made it hard to understand the cost at any one time.

Instead the cost of the Edict has been changed to match other Edict2Cost, scaling with Empire Size, to be the same as "Enhanced Surveillance" or "Land of Opportunity".

3) The balance of this edict was strange. The +100% Pop Upkeep cost most often was a greater negative than would be gained from any resource-based trait it provided. In addition, this Upkeep cost applied to all organic species in your Empire, regardless of their Overtuned Traits.

Instead this has been replaced by each Species Trait causing those Pops to consumed an additional 25% Upkeep, per Trait, whilst the Edict is active. This should make this Edict desirable to run.

In addition, a cost of +100% Leader Upkeep is applied whilst this Edict is active, as to maintain the intent of it being expensive and actively costing Unity, rather than just Edict Pool. This was found to be too much, and has been reverted in 1.1.

I hope Paradox addresses the issues with this Origin, as it needs some tender loving care in comparison to other more well developed Origins.

There is a problem with a mod - it replaces vanilla 09_tox_traits.txt file and removes new trait_auto_mod_overtuned (extremly useful btw). You need to rename mod file to something else, so it would not override completely stellaris traits file that would future proof mod better. Here is how I went about fixing it: pastebin.com/WGtUwgXZ . Also did a little nerf of gene mentorship trait to be more inline with standard 10% trait (30-60 to 20-40) and combined duplicate pop triggers.

Love the mod, Paradox really dropped the ball on that edict. Though, they seem to have added a few new traits: Commercial Genius and Fleeting Excellence. It would be great if you could add these to the mod. Thank you for your great work!

Why you have so less attention? You make quite interesting good (but small) mods.
One thing is partly to blame, your mods don't have a thumbnail, the trick is that it always has to be named "thumbnail.png" (and not be too large).

Whilst I agree that the current implementation is a little bit odd - I wanted to try and remain as close to Vanilla as possible. That being said, I do agree that the increase in consumption is a little nonsensical. However from my own experiments and play with this, the current implementation is more than usable - although that may be the +pop growth trait.

I'll definitely consider the other suggested solution.

@Ace: only partial right. He replaced this global country modifier and put them to the specified traits only and additional reduced it to only 1/4 of vanilla (as described here).
So a more suitable fix would be to add this modifiers only halved to each trait (maybe some more):

planet_pops_organics_energy_upkeep_mult = @DtCUpkeepMult

This fixes half the problem with running the edict... the main problem though is the upkeep isn't just applied to whatever the pop eats and consumer goods, it applies to ALL upkeep, including resources consumed to perform certain jobs, like forging alloys or science. This makes the edict and origin pretty much unuseable imho.
