Should be fine for 3.14. Worst case scenario I didn't change the descriptor file.
Chances are its not Planet States causing the issue. Try disabling some of your UI mods if you're using them and see if that fixes the planet view problem.
Also the holdings thing is probably an oversight. I'll ask 24 about that and see if they remember if it was an intentional thing or not.
What other mods are you using with Planet States?
Also, signing a Commercial Pact with them does not allow you to build Corporate holdings on their planets, which feels a bit like an oversight.
It already mentions it:
"This mod adds a bunch of independent, sovereign planets for you to interact with (or conquer), called Planet States.
These Planet States will spawn at the start of the game in random systems and will have random names."
No major changes.
They should be spawning on all map sizes. You probably have another mod conflicting with it. If you check your game.log file, it should show you that they spawned.
For now there are only 4. I plan to add at least one to two more at some point.
Its because frontend.gui is changed with the mod. I plan on releasing the 3.9 compat update today and it should fix it.
I will be updating Planet States with minor things such as spawn logging and basic 3.9 compatibility. Don't expect an immediate release day update unless the amount code reworking is next to minimal.

There are some things I want to add but they will have to wait until after 3.9 comes out and I get this (as well as New Dawn) up to date.
I have been working on it some this week, just some background bug fixing and such. Nothing too major or important yet.
Can you make a proper bug report on the RMG discord under #bosmers-mod-stash channel and include your save and your error.log file?
Check the construction ship's stance and switch it to passive instead of evasive. That should fix it I believe

That's something i need to look at. I noticed a few of them seem to be absurdly strong.
I might be remembering what we did when Planet States were in LOTOR but you should be able to brute force them by ctrl + m2. It should give you a little prompt about attacking a neutral party or something but go ahead and say yes if it pops up.

I'm currently just maintaining it. Might do some new stuff in the future but its not a priority right now.

Look at the compatibility section.
If either of those mods touch anything listed there its not outwardly compatible.
Never tested it with that mod so no clue. It should be fine though since this mod changes the rules file a bit and some minor gui stuff that isn't too important
