@Mute you can keep it up and update it to future versions if you want, no need to call it an unofficial update.
Did an unofficial update to 3.3.* to get rid of the admin cap - unity issues among other things.

i was expecting some things to be broken since its not updated for 3.3, that one just caught me off guard
So until the dev fixes that, don't use the mod, or just patch it out manually.
You can't have two version of Imperial Prerogative, for example. You can either have mine or theirs, not both. So the mods are essentially incompatible because you can't have both changes.

Its purpose is to facilitate terraforming planets to Aquatic Worlds and, being only available for species with the Aquatic (trait that gives major bonuses to Aquatic Worlds) it's already very worthwhile to choose it.
Thank you again for putting out this mod and for all the work you have done on making the game experience feel better as a whole. It's a largely thankless job I know, but don't forget there are a lot of people out there who truly appreciate what you and others do to make this game great!
If any modder out there has any idea on how that could be possible, like a custom trigger or something, let me know and I'll update the mod to be more compatible with others :)

I let the game run for two years and checked all AI planets and none have the described behaviour anymore.
What I could see being an issue is mods that mess with the base game jobs, because this mod does to add +2 Admin Cap to Bureucrats Jobs and +2 Naval Cap to Soldier, Duelist and Warrior Drone Jobs.
Changing the base game starbase modules would also remove the +2 Naval Cap to Anchorages.
(I know my previous message was sent like a couple minutes ago but I'm an idiot who forgot to click "post comment" so it was sitting there for around 30ish minutes while I was continuing on troubleshooting)
I have just double checked, and it's not my mod causing it. Just launched the game with only this mod enabled and all pops are working normally.
I think the only exception would be Mastery of Nature, if you already have it you won't get the Blocker Technologies.
In order to quickly update Gestalt job behavior:
Recopy vanilla 04_gestalt_jobs.txt and place the custom triggered_country_modifier for the mod in warrior drone
Recopy vanilla 03_worker_jobts.txt and place the custom triggered_country_modifier for the mod in soldier
Recopy vanilla 02_specialist_jobts.txt and place the custom triggered_country_modifier for the mod in duelist
And it should all be good to go.
