I tried my best, and practice has proven that the problem with edict can only be solved by Paradox, I am useless
I don't think it scales with admin capacity, or atleast i don't think that's the only reason since the Commonwealth of Man has around 58 empire size while the admin capacity is around 68 at game start, but the edict still cost negative, also some of them like for example Surplus Appropriation edict cost is correct but for some reason also cost really high like 73 unity with 83 unity upkeep so seems like there's more to this issue than we think
Hey man, it's seems that the newest update broke the edict base upkeep cost, instead of reducing the unity it's now adding unity because of the negative value of the edict
For example, i'm testing using only this mod playing Commonwealth of Man, the base cost of Fortify the Border is -100 with upkeep of -115, so everytime i click on it i gain 100 unity and +115 each month tick
