As for the Horizon Signal, I'm not sure if anyone has made a mod for it. I know I got tired of the story after awhile.
Note that really small galaxies may not actually generate all systems. You should be fine at 400+ stars, but 600-800+ is safer.
Were there no changes with 4.0 or why are there no changes with the mod?
I'm a bit afraid of overwriting new events with an old mod file .

Otherwise just a version bump, it's fully backwards compatible.
For Grey, I'd probably make it work a bit differently depending on the situation, with some slightly different text depending on the flags given. Dragon season would be mostly as-is, but the Gray Tempest and nanite empire need some rewriting/thinking. I may have those spawn in the empire that defeated them.
Could you change the disco_gray_cat to allow Gray to spawn even IF other L-Cluster Events occur? (Given that it's blocked by Flags, rather than null chance).
