Also, running into an issue with the parallax, where if you go down underground just far enough you can see the bottom of the city parallax and note it cuts off early and turns white before the transition takes place.
took a look at the code for your mod and I found the issue, I forgot caps.

Can't wait for a fixed version, rebuilding the protectorate kind of seems like a moot point when there's a city its size naturally generating in every other system.

However your mod is cool.
Yes, you cannot spawn background objects. I don't think that's even possible.
If you remove the last two "op": "add" entries in celestial.config.patch, it removes the City worlds from Tier1 worldgen, but keeps them as world types.
This prevents them spawning but they're still valid planet types, and terraforming produces the "Earth-like City" planet when viewed from orbit.
It's not a huge deal as they don't get in the way, but it breaks immersion a little to have lots of unpopulated city worlds spawning.
Any idea what's up with this?

Good idea, the floors will be a simple fix but I'll see about the reflections.
