made gatlings slowly regenerate their energy, made voidlings unable to target electrified debris, added discriminatory national stereotypes

Fixed teslas not targeting prop-type melon wars entities, fixed teslas not being able to kill units until they're fully spawned. Fixed teleporters being able to send units to receivers before they're done building.

Removed epic test entity (long overdue), admin restricted some entities so that they can't be abused on dedicated servers.

Made electrified debris not solid and gave it a real tesla effect instead of the airboat tracer.

Fixed an issue relating to spawning where some variable checks weren't carried over to the serverside function
