Fix missing condition on a galactic council resolution.

Implemented a fix for the master crafter civic not replacing Artisans with Artificers.
Ensured the Industrial district only grants housing to planets, not habitable structures.
Fixed a scripted trigger to check for the additional ethics in ECA.

Fixed small oversight where Slaving Despots could select pleasure seekers civic.

Initial 3.1.1 update pass complete.

Imported all code changes from the base game 3.1.1

Restructured some files given updated info on the modding wiki:

Ethics merged into a single file to remove a cause of no-name empires
Now overrides the entire on_actions file.
Now overrides entire ship sizes file.

UI Tweaks to in-game government view and factions view imported from Ethics Classic (still recommend using UI Overhaul Dynamic and its ECA patch instead though).

Added cultural_overhaul_redux_active global flag to allow other modders to check for this specifically rather than every Ethics and Civics variant and assume they work the same.
