Fixed an issue about Resort or Thrall Colony Decisions. Now resort-valid or thrall-valid buildings can be counted correctly.

- Reintegrated habitat version of special colony capital buildings into reguler ones.
- Changed capital building swap effect. Now new building will be chosen based on how many pop on the colony, not on what capital building there was.
- Relaxed the conditions to designate resort colony. Now buildings which allowed on the resort won't block the decision.
- Relaxed the conditions to designate thrall colony. Same as the resort.

Fixed the local governor issue.

- Stellaris 3.8.1 hotfix (almost).
Note: On Special Colony notice events, local governor can't be displayed (sector can't have leader scoop). I am figuring it is a Paladox issue.

- Tweaked compatibility code about "Extra Districts" mod.
- Moved inline_script directory, from "SCO" to "building".
- Summarized many of capital building features to inline_script.
- Added scripted triggers for compatibility.
