Glassing or nuking now ensures that colonies are destroyed

Glassing now only removes surface environment modifiers.

Had to specifically add code to remove certain modifiers. Therefore, the mod will need to be updated if Paradox adds new modifers or changes the name of existing ones.

Glassing a planet removes all blockers, buildings, districts, and modifiers.

Nuking a planet removes all buildings and districts.

May now terraform glassed planets once you research the vanilla terraforming technology.
Cost: 100000 energy
Time: 50 years

Current Features:
Require policy change to permit glassing or nuking.
Glassing costs: energy and gas.
Nuking costs: alloys and volatile motes.
Given option to glass or nuke when planet devastation at 80%.

Significant deterioration of opinion with victims of glassing and their federation members.
Opinion deterioration of opinion with xenophiles and preserving empires for destroying primitive civilizations.
Victims of nuking gain pop ethics growth of militarism and xenophobe.

Disabled Parasite feature for potential future mods.

To Do:
Terraforming glassed planets
Add deposits for glassed planets without affecting deposit spawns at the beginning of the game.
War exhaustion does not seem to be working.
