Nanite Lancer Buff

Nanite Factory Changes:

Upkeep Energy 300 --> 100

Upkeep Alloys 100 --> 50

Alloys Build Cost: 20000 --> 15000

Build Time: 1800 yrs -- > 1500 yrs

Note: It was WAYYYYYY too expensive to build and upkeep was stuiped high

After 30 days, harvester empires will receive 50 nanites. This should help with their first colony ship

Tech Adjustments,

Aquiring Research for Constructing Normal Gateways is only possible after researching Advanced Nanite Technology

Unabled to get Gateway Activation tech available only after L-Gates are opened. So I'm leaving it unmodded

Colony ship for harvesters now cost 300 Energy + 50 Nanites

Worshipers now have new edicts which give great unity bonuses:
"Consecrate L-Gate" (Requires 1 L-Gate) = +10 base unity
"Guardian of the Gates" (requires 3 L-Gates) = 50% Unity Bonus
