-Added ability to negate some deficits with starbase buildings
-Energy surpluses now effect either specialists/complex drones if organic, or robot production generally for machine empires, not both
-Added a backup event to re-add local production features if they accidentally get removed by another mod.

Update for 2.5. Miners now reduce lithoid pop upkeep (just like farmers do for reglar pops)
