I believe my mod is compatible with ESC NEXT CP. It might be a good idea to check the compatibility between NSC and that mod instead. Since it doesn't seem to be an essential mod, perhaps you could try removing it?
I wonder if this mod and that ESC's submod could be made compatible?

Well that's strange. Are you by any chance using Irony Mod Manager?

- NSC.
This mod prevents all new ship classes from NSC from appearing. For example, 30 days after game start, the Explorer technology from NSC is correctly auto-researched, but there is no Explorer ship type available for design and building. Turning this mod off makes new ship classes from NSC to re-appear.
Any ideas on why is this happening?
Thank you so much for the great suggestion! To summarize, you're asking for a feature that allows assigning fixed shipbuilding focuses to NPC empires during empire design, right? I don't think the old CSS method of modifying POPs will work anymore since they've changed too much, but I'll think about how it might be implemented.
