vanilla spy missions were really just for roleplaying, since they consumed precious influence and had low success rates, and even if you succeeded the benefits were weak
But that's no longer the case
(although I think it's too OP that the cost of adding such a buff, even with Overdrive, is only around 50-100 energy)
-500 is utterly crippling when the AI does this on you, could you either reduce it's effectiveness, or drastically increase it's recovery?
-500 with 8-12 opinion per YEAR is just a bit much, most of the other changes are cool enough.
