There is a mod out there named Ambient Sound Tuner. It's great for making more (or much less) of the sounds thorughout the city INCLUDING THE SEAGULLS.
It does not remove the seagulls - you still see them flying around the city - can even hop on one and fly around with it, which is fun. BUT, you can tune the sounds of the seagulls down to no sounds at all (which is what I do).
Check it out. I think you'll like it.

If you don't see both, then one of the mods is not loaded.
And yes, you can use this with existing games.
The current method go about this with an entirely different approach. It should be able to accommodate as many seagulls as the game allows with no display artifacts. So, everything's good to go again :)
The hedge is just a ploppable park but because its a 1x1 park ( I have a 4x1 also) you tend to use a lot of them. I find between 2 to 3 seagulls spawn for a park, so a long row of them = billions of seagulls :P
But... for me your mod has been working fine, or so far anyway.
I have a feeling that such a thing will be controllable when creating assets soon, at least I hope it will.. A Co dev said he was working on exposing more options in reply to my related question on the forums.
Edit: The lagg in free camera mode is gone too.
The reason, why I have so many seagulls, is because I have so many small parks in my farming area. All those hedges, those farmgates, those fields and those hay stacks are parks. Do you know why the mod doubles the amount when activated?

Thanks for looking into it. As you see, I really need a mod that reduces the amount of seagulls.
One of your pictures is VERY useful. That's the stack trace that I needed. I'll be looking into it and see what's going on.
