It is possible to mod cims. You need to import the armature from the game's folder (C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Files\Templates\Citizens) to a program like Blender, then make the armature a child of your Mesh Object (aka custom cim model), then make sure the bone groups are properly assigned, then export it with both model and armature as a .fbx file, then import it into the game's Asset Editor as whatever cim armature you used (such as Male Child), then save it with your custom name.

It is a bit technical, but once you know how to do it you can make any type of Cim you want. Be aware, though, that you cannot change the default movement of the armature you choose, and each is slightly different from the others (for example, the way the Male Teenager walks is very different from the walk of the Educated Female, so you must be sure the armature you select in your modelling program is the same as the Cim asset you are replacing in the game's Asset Editor. Moreso I mean a guide on changing cim models, I think I could figure the rest out from existing sims modding knowledge. I just wasn't aware you could override cim models- i've never seen modded cims before!

I have not made a guide, no. It is relatively easy if you know Blender, how to import an armature and bind it to an object, and assign bone groups. I can show you how over Discord.

Do you have a guide somewhere on how to do this? I am aware of how to extract Sim models, so I don't need that part. But it would be fun to make a replacement of all the cim models...

Turtle: you should use both, the game will spawn tourists if you have the DLC...and it will spawn both vanilla tourists and custom tourists (unless you are using a mod like No Vanilla Assets) so you can have a city "in India" that is visited by both Indian people and black, brown and white tourists.

Thanks for the response. I understand you cannot control the animation. It's good for a laugh when watching a bus stop for the first few times. But I decided to kick this particular dude from my game. He creeped me out in the end.
I really do love all the others though. Much better than the all-white crowd that walks the vanilla streets. And some nice outfits there :-)

Yes. The developer coded each Cim to do something when it's idle. The teen male does some ollies on a skateboard, the male child plays with his teddy bear, the educated man pulls out a cell phone....So when I add Custom Cims I delete the "bone" for whatever object the Cim would carry in its vanilla version. This is because many of my Cims are fantasy or historical, and they would not have cell phones, teddy bears or skateboards. Unfortunately I cannot do anything about the actions each type of Cim is coded to perform when idle. I simply ignore them or wait for them to finish the ridiculous yoga if I want to take a screenshot of them looking "normal".

I had to spend $20 to buy a DLC costume pack for this one. I do not make these for money. I do not have or want a Patreon or commissions, so I am afraid I only make what I want when I want to make it, and I am not really keen on spending actual money to make online assets...so I would say it is slim to no chance I will make those. However, I do love when more people know how so if YOU or anyone else wants to make those (or other) cims I can and will spend some time on Discord showing how to bind to skeleton in Blender and import into CS.

I started making assets without knowing anything about 3D Modeling. I found free .obj and .fbx files online and imported them directly into Asset Editor.
Indapni eventually showed me some very basic Blender tools and for awhile I published things as I learned to make things (or experimented) in Blender.
I encourage you to just dive in, too.

I have been learning to make assets as well just for this cause. CS1 has been pretty bare bone in terms of Indian content but if CS2 develops to be a good game I will love to see it represented more. I can't do much to contribute right now but once I'm confident in my skills I would love to help as much as I can.

Yes! I’ve wondered for years why there isn’t more content from such a populous and important part of the world! Myself and a couple others are currently working on a District Style project for Modern India based off of the fantastic collection compiled by SamhitApple. It is in-progress and I will need to make a few more custom assets for this project. Any help anyone wants to give would be most welcome!
