Makes it easier, but only slightly.
It removes those annoying 0% chance items. So now you actually have an incredibly small chance, but a chance afterall to steal the 1000+ gold you gave that skill tutor.

He didn't spell chane, he spelled chance. You must have misread.
This mod gives gives you a 1% chance or higher always.
It simply makes sure that you always have a chance.
Anyway, to answer you question, you should set it at the bottom of your load order, and if that doesn't work then I can't help you.
This one makes sure you always have a 1% chance minimum of success.
So if there is something with a 0% chance it would be 1%.
But that's a bit easy dont you think ;)
