After testing, this mod ethics and civics alternative 2.8 (simplified version) will cause problems in population posts when it is used. There will always be no population in expert posts and ruler posts, and all the population will be concentrated in labor posts. I hope that friends with problems in the game like me can notice this message

I've been running this combo for over 4 months, it works perfectly. Hua Zhang is going to keep his mod updated.
in this mod folder go to - common, governments, authorities, search for imperial section.
remove the 'OR' values, these are civics that will not allow imperial governments, which is what all fallen empires are regardless of ideology. Use the dictatorship ethos above it as a reference to what it should look, mostly so the game reads the code correctly

In ethics_rebuild_scripted_triggers.txt, you'll find two lines one under ruler and one under specialist, delete or # (comment) them out which gets rid of the all pops demoting.
