In my research looking for a way to resolve the selected/available civics overlap issue, I found conflicting possibilities. I was able to find references to a mod that at least allegedly used to be on the Steam Workshop that split up the selected and the available civics into two lists side by side, each with their own slider, and which did not have the overlapping lists issue... Unfortunately, these were just passing references to said mod from years ago on the Stellaris Modding Den Discord and did not include the name of the mod or a link to its page, so all I can do is say that some people claim such a mod at least once existed. If the lists could be split into two columns like that instead of one, that might resolve the issue and finally allow selecting moar civics (without save editing).

If I can find the name of this very old mod, and if it works as it was described then its code might be of aid to you and might elucidate us as to why this dropdown issue happens in the first place. I'll keep looking for it... However:

Orrie, of UI Overhaul Dynamic, says that even if the two lists were split apart into two side by side columns in this way, it still wouldn't resolve the dropdown issue. It would still obscure the "available" civics more and more with the "selected" civics according to him. Yet, I have these scattered references to that past mod which apparently successfully did it as two columns making me think it might be possible. So I don't know if Orrie is mistaken and the mod I'm referring to did it differently than he imagines, or if Orrie is right and the entire quest to slay the government reform dropdown effect is a fool's errand as it cannot be done. Take this for what you will and I will continue to research and brainstorm on the off chance Orrie is wrong and I could come up with something that works.

In any case, I understand you are busy with real life at the moment - swamped, even, in your words - so I don't expect you to rush to try to update your mod or anything. I'm just sharing what I find for you to eventually potentially incorporate or at least garner inspiration from. Take your time and don't stress if life gets in the way of your (very useful) mod for a while. Know that whenever you can get to it there will be players of the game like me who are extremely grateful for your efforts/work, but don't feel like you have to rush on our account - we understand that RL gets in the way at times.

I may be way off base, but from what I could find so far there may be something in interface/customize_species_editors.gui that could be changed to *maybe* fix the issue. I will probably play around with the guibound and reload console commands to see if I can figure it out.

No problem, thank you very much for your work in creating this mod to begin with! It's come in handy for many of my empires.

As for the dropdown issue, it's really strange isn't it? I can't see anything that jumps out at me in the GUI code that would cause it. Which update caused it to be fixed temporarily, if you remember?

I'll ask around a few modders I know to see if they have any ideas and report back if something seems promising.

@steampnam thanks for noticing and reporting, I'll try to take a look when I get a bit of time. Been swamped lately honestly.
@FleetOfWarships the dropdown issue is known and I didn't find any way to remedy it, I spent at least a week trying to fix it when I originally made the mod. It got magically fixed after a Stellaris update, then it appeared again, and I was completely at a loss with it. If you find a fix, I'll be grateful if you share it :)

I think it just finally stopped working as of 3.13. It was working pre-update.

I noticed one problem comparing this to the most recent vanilla file. It has "influence_cost" and "INFLUENCE_COST" instead of "unity_cost" and "UNITY_COST" at lines 98, 106, and 111.

No clue if you intend to update this but as of 3.12 it still seems mostly functional with only one major issue that I can find, rather than overflowing the top of the UI the unpicked civics gradually drop down with every pick until they're completely invisible, trying to work it out myself with the help of the stellaris modding discord but insight from the original author is always appreciated.

Aside from the issues shown in the description, this is still working just fine in 3.6, even with UI Overhaul Dynamic (load this afterwards). I'm playing on 1920x1080 so anyone with a different resolution may have varying results.

Launcher says this mod is missing a descriptor file. It will not allow it to be enabled in the playset. Can you fix this issue please?

@Belnalanorei It is, I'm working on that, although work is suspended until 3rd of January, as I'm on holiday and away from PC :) But release should be around 4th or 5th of January so stay posted ^^ Before I flew away for holidays, I started working also on redesign and resize of fleet management and ship designer windows, they should follow race editing menu in next few weeks. After I', done redesigning UI a bit, I have a little bigger mod in mind, but on that later.

@Kepos Can you make screenshot of your issue and describe it more fully? Do you mean that government window starts with title covered/too high initially? Or that available civics can go outside window? That's an issue with vanilla unmodded 2.2 too unfortunately. I'll be happy to look into any issues you may have further, but I need some information. I made mod and adjustments on 1.0x UI scale so it may not work properly on increased size, like 1.2x, as UI scaling is still experimental feature of Stellaris. Although I do what I can. I'll dig into resizable or adjustable window size later, probably around new year though as I have plane in 3 hours and I probably won't have acess to PC untill 3rd or 4rth of January.

@Kepos I checked your issue, it seems to be working quite correctly. As of list of available civics changing it's size if you have any civics picked, I'm working on this issue and trying to do something about it, no success yet. It's widespread and it's the main reason I made this mod in the first place, because it made choosing more civics or some civics in the first place.

@Kepos I don't see government reform window on screenshot you provided, are you positive you checked proper option? Because I see species rights window screen.

As of fiting window into monitor, I don't know yet if that's an option, all parameters in UI files are fixed and should scale from documentation I read, although I may be wrong, I'm kind of new in this. I'll check Sensible UI and 1.2 upscale. What game resolution are you running?

Sry, but it's not working with 1.2 upscale and Sensible UI Overhaul . Good idea anyhow, probably you could fit the window into the monitor instead of giving a fixed size.
