Setting Resource Capacity = 65,000 works. Twice, I saw deliveries which topped-off the fuel supply at "51 weeks" without over-filling (and thus resetting the quantity to 0). The trucks then took their extra fuel elsewhere.
I figured out the cause of problem I'm seeing -- Once the asset's internal counter for stored fuel reaches "50 weeks", any further delivery causes the counter to reset to 0.
The standard oil-fueled elec plant has a Resource Capacity = 20,000, but this asset's Resource Capacity = 200,000 ... so, it's "thirsty", as you intend; however, it's requesting more oil that it can store.
Changing Resource Capacity = 80,000 was still too high.
Changing Resource Capacity = 70,000 seems to work. I'll test that further..

To put things into perspective regarding triangles, 18k is about 2 green cities 2x2 growables :D
