Colonial Bureaucracy, the +1 core systems tech that requires you to have 2 colonies, now also requires you to have a practical FTL drive. Researching this tech brings government ethics attraction back in line with vanilla values.

Added 100 percent empire ethics divergence to counter the homeworld bonus and make your early colonies full of malcontents. Tier 0 and 1 government techs and tier 0 unity techs each add part of it back. Once you have at least 2 colonies and all 7 techs ethics will play out as normal. Except that your pops will consider their ethics and faction membership more often.

Advanced AIs now start with the tier zero techs you don't. They don't get any new labs, nor do they get FTL tech, so you should still be safe for a few decades.

Prequisites added to more tier 1 techs to clean up the tech options and let basic stuff come up more often.
