Another fix attempt for changing capital system bug (hopefully finally - since I now know the general reason)
The probable REASON: don't change the major loop condition (aka owner) in the loop itself for systems (aka every_)
Minor adjustments (energy, decay)

Make it a bit weaker for human player for the time beeing
