-No longer sus

-Made it so the Everlasting Hive gets 15% food and 15% minerals instead of 30% food due to Lithoids
-Prevented the Universal Union from forming the Imperium due to their already despotic nature
-Added a failsafe that prevents you from forming any Superstates if an Imperium already exists
-Added blank language files for all languages, just so they don't appear as debug text. If you want to translate the mod, please contact me!
