fixed:
- opinion character angry -1 education (was -2)
balance:
- war penalty for able difficulty has been removed and the curve is beginng at "just" with -1 (prev. -2)
- able difficulty education bonus gain is now +3 (was +5)
- strong difficulty has now a small bonus of 0,5 education
