Settings update
- There are now mod settings that allow you to adjust the min/max scale of the randomization, as well as the amount of random offsetting.
- Some nice performance optimizations, too.

Pushed out the real fix for the problem involving filth spawning on unreachable tiles. The fix before was a temporarily solution, but caused save games to take a few extra seconds to load. The new fix is a permanent solution.

The random properties are now deterministic. That means that the scale, rotation, and offset of each chunk will persist between sessions.
