Removed unused, broken Murder minigame and its weapon entities

Small fixes for several minigames

Fixed Random Player Explosions Popup; Democracy vote popup shouldn't appear after round end

Fixed Harpoon minigame not always working properly;
Added new ConVar 'ttt2_minigames_harpoon_strip_avoid' for Harpoon which limits weapon stripping, letting roles keep their role equipment;
Fixed Grave minigame infected's from preminigame getting to rez again.

Update to new Lang folders/identifiers

Fixed 'Switch' minigame timer failing when it couldn't find 2 valid players to teleport
Fixed 'Pick Your Poison' voting modes working incorrectly

Renamed file for detonators
Added new minigames Democracy, Pick Your Poison, and Promotion

Fixed typo in Explode minigame breaking everything
