- Fixed PD domed colonies can't become special colonies. PD domed planets use standard district set, so they don't have -3 district slots modifier.
- Resort Visitors now have trade preference for auto-modding, just like Resort Workers.
- Added "News about foreign special colonies" Policy. If any other country build a special colony, do you receive the news? You can select from "Enabled", "Only Once" or "Disabled" options.

- Resort Visitors returned.
- Added a hotfix on "too much Unity reward" issue. Tentatively, I added "fire_only_once = yes" to 6 announce events (each colony type has 2 events, with-envoy one and without-envoy one).

- Updated to Stellaris 3.11.
- Fixed "Habitat System Control" building wasn't removed or added on resort / thrall decisions.
- Fixed "Planetary Administration" building wasn't added on resort / thrall decisions.
- Temporally disabled Resort Visitor job. I will see whether to go with changing its feature, or removing it.
Note: Planetary Diversity isn't updated yet. So I expect some compatibility issues.

- Resort Governing Complex and Thrall-World Major Capital have +10 Habitability bonus, if they are built on habitats (like Habitat Central Control).
- Resort System Capital-Complex and Governor's Megacity have +20 Habitability bonus, if they are built on habitats (like Habitat System Control).
