Very minor change of clerks usage (or rather, non-usage) and early build-order.

Added extra economic plan for ultralategame (post-repeatables) and made some changes to make AI perform it. Also made AI much more likely to become the crisis if their ethics are fitting and they are far ahead in tech (AI still does it fairly late, if you want to become a crisis they won't try to race you to it).

Slightly tweaked a patch from a few minutes ago so that if overbuilding of sacrificial temples happened in an ongoing game the AI will recover.

Minor bugfix: Added some restrictions on sacrificial temples. AI will still use them, but never more than 1 and never on new growing planets.

Fixed visual bug with districts on uncolonized planets

Improved housing management (still not ideal, they should build a bit more than they do now), got rid (I hope) the annoying alloy-consumer goods looping (they still will loop, but it should be localised to one planet now and it's mostly beneficial).

Added separate economic plans in the case of an economic failure (AI should recover much better now).

Fixed few issues with districts& buildings (AI shouldn't build city districts too early and, I think, upgrades capital buildings properly now. Also is less likely to kill himself by overbuilding industry).

Added some additional measures that should prevent AI from killing themselves. Added minor diversifications between peaceful and militaristic empires (militarists will prioritise science less, will sometimes try to become a crisis and have different ascension perk choices. Not sure if it will be noticable).
