Improved ship layouts a bit, AI will now prefer M weapons until they get good tracking.

Fixed a bug which caused AI not to hire admirals. Made AI more likely to doomstack.

Small changes to economy, now there is additional level ("terrible"), helps manage crises and ensign performance.

Fixed too large threat generation of conquered starbases. Also increased distance modifier for threat generation. These changes intend to prevent the "Galactic Coalition" emerging after just one empire killed the other. Eventually coalitions will still appear (and it's fine) but they should be more local in nature.

Fixed overprioritisation of assimilators and servitors on food (they still a bit overbuild it but nowhere near the old levels).

Ai will now switch to science much more quickly once their alloy start stockpiling.

Tuned a bit the chance of AIs to surrender/status quo. The system still is somewhat sporadic but there should be much smaller amount of "eternal wars".

Fixed an issue when AI wasn't demolishing factories

Ai used to have some power issues on their ships, now they will prioritise energy sources more.

Fixed overfocus on alloys in some cases.

Fixed rare bug where players and AIs could use amoeba weapons (think it can happen even in vanilla).
