Some more building weight changes to address the empty-planet issue.

Changed the stronghold weight a bit, so empty lategame planets would get filled by a few of them.

Changes to buildings, district files and adding one more scripted trigger.

There were few cases where AI was getting into a nasty loop with building and destroying holo-theaters.

There were situations where AI was too reluctant to build buildings thinking its economy couldn't support them when it could.

Fixed an issue which caused economic analysis event and some other events not to trigger for awakened empires.

Added workaround for vanilla bug when AI is able to build starbase buildings it does not have tech for.

Removed the vanilla conditions on picking synthetic/psi ascension only if AI had 10 planets or more, not sure why they even were kept there (I didn't know they were present).

Made hives pick hive worlds, for some reasons I thought they can pick World Shaper so hives tried to choose it.

Modified the doomstacking to affect armies as well, it might improve AI invasions.

Increased the weight threshold for switching jobs. According to data on paradox forums it decreases the lategame lag (Similar change was present in EDAI, thanks AlphaAsh for finding that out).
