- Leaders and Heirs do not use Leader Capacity
- Generals assigned to planets with a military academy do not use leader capacity
- Generals gain experience when assigned to a planet

Tweaks:
- Pop growth and habitability from healthcare workers increased by 50%
- Consumer goods upkeep from healthcare and megastore campaigns reduced
- Food upkeep for hive drone campaign reduced
- Imperial Faction requires at least 50% naval capacity usage (from 75%)
- Independent country blockers now cost both unity and influence to remove

Bug Fixes:
- Fixed Regional Governance faction demand
- Fixed broken localization
- Fixed dystopian warrior cultures being able to build arenas
- Fixed purged allowed policy triggers
- Fixed pop factions considering robots when they shouldn't.

Removals:
- Noxious now modifies habitability cap as per vanilla
- Military Academies no longer increase naval capacity or defensive armies from soldiers
- General experience from Military Academies was bugged, and was removed
