- Added SearchLights to default weapon randomization blacklist (fixes searchlights being used with weaponcore)

- Added potential fix for race condition when weapon ranges are set to max via trigger early.
- Added user-suggested potential fix for NPC Defense Shields not being added in some cases
- Added SpawnCondition for checking specific blocks exist in the spawn radius (CptArthur)
- Adjusted NPC Cleanup rules to help avoid cleaning player owned grids if attached to an NPC that is being removed.
- Added additional logging to NPC Cleanup to detect any potential future issues with this.

- Found some bugs in the FactionHelper class, lulled them into a false sense of security, then stabbed them in the back (with a fly swatter - how do you even stab with a fly swatter??)
- Also address a bug reported in comments with the AutopilotSystem. It might work now, but honestly I didn't test it. What could go wrong?
