Fixed Ethic_Rebuild_Edicts.txt which was causing an infinite error log that would make the error log file grow to extreme sizes (like Gigabytes big) really quickly. I did it by copying Petruxa's old mod's code for the New Babylon civic over to mine.

Tried to fix pirate_events.txt since PDX did some unannounced changes to it that may have affected events firing after a station got destroyed possibly.

Added new civic: Religious Utopia. Also changed Martial Brotherhood cannot be taken with Police State, Cyber Brainwashing, or Big Government. Also made those 3 civics, if you have them, the Libertarian faction does not demand gun rights set to allowed. AI empires with those 3 civics will always set their gun rights to prohibited.

Fixed the Ecologist faction demands which weren't appearing. Also fixed some of the localisation files for some of the faction demands.
