Added new civic for fanatic egalitarians: Drone Brotherhood. Also changed policies so that mixed education and mixed healthcare gave small buffs to be more balanced with private and public versions of those, as well as changed AI weights for policies.

Fixed has_comms_with_alien_empire in common/edicts/ethic_rebuild_edicts.txt on lines 876 and 1159 being in the owner category when it should be in the potential category, thus causing a massive error log gigabytes big.
