Stats and ability purchase redux update

- No more free perks. Different perk costs depending on powerlevel of the perk and rank (colonel and brigadier rank perks are more expensive).
Stats can be bought with a separate stat point pool (15/promotion) and Soldier AP.
Stat Points per promotion can be edited in config/StatUpgradeUI/XComStatUpgradeUI.ini
Ability AP costs can be edited in config/NewPromotionScreenbyDefault/XComPromotionUIMod.ini
- Added natural aptitude as a counterpart to combat intelligence but for stat points
Mortal +0 SP / Promotion
Good Genes +5 SP / Promotion
Peak Human +10 SP / Promotion
Super Human +15 SP / Promotion
Godlike +20 SP / Promotion
- Added new random squaddie ability "SyntheticGenes" that works like Prodigy but for natural aptitude
- Training center respec currently does *not* refund SP. this will be fixed with the next Highlander Update.
- some minor bug fixes.

Changes:
- Added 3 new squaddie perks from Shadow Ops and ABB: Firebug, Scrounger and Driven By Vengeance
- Switched positions of Shredder and Gunner in the Gunner specialization, removed Shredder's prerequisite
- The Rapid Targeting perk is now attached to the Holotargeter to make it more useful on its own. As a consequence, all perks in the Spotter specialization have been moved up by one and a new Brigadier rank Holotargeter perk has been added: Airstrike.
- Combat Protocol no longer has a +50 hacking bonus attached to it. Instead, this bonus has been added to the Gremlin.
- All Aptitude perks are now fully configurable in XCOMRPG.ini.
- Various localization fixes. All Holotargeter perks should now correctly display their cooldown.

- Allow special shots like rapid fire and chain shot as valid second actions for LightEmUp.

- Removed ability prerequisites from Forward Operator and made it mutually exclusive with LightEmUp and Savo.
