Ini changes for Iridars Rocket Launcher mod support
Improved dynamic ability assignment. Now abilities that have no corresponding item in the soldiers inventory will be temporarily removed at mission start. This should prevent soldiers performing bladestorm with guns e.g.

Disclaimer: there were massive changes "under the hood" in this version so i hope nothing breaks.
As always if you need to rebuild your soldiers with the RPGO_RebuildSelectedSoldier command.

- Reworked config system and added localization tags to all abilities so config changes are now correctly reflected in ability descriptions
- Added MCM support for weapon changes, attachement changes and secondwave options.
- Removed mobility penalty from cannons
- Removed autofire from rifles and bullpups
- Added cannon mobility cap of 16 and aim cap 80 (20 mob/90 aim with power armor)
- Added spray (like Saturation Fire with a wider but shorter cone) ability to autopistols
- Added point blank damage bonus to pistols (1Tile/+2 dmg, 2Tile/+1 dmg) and a damage falloff starting from 16 tiles range.
- Added "Bullpup Design" to bullpups (overwatch shots with bullpups can critically hit and have no reaction fire penalty)
- Fix LightEmUp triggering on lost headshots
- Hair trigger shots dont trigger on grazes anymore (only on miss)
- Fixed a bug where units with bullpup and pistol always trigger bullpup overwatch even when pistol overwatch was chosen

- fixed prodigy and synthetic genes not applying properly (this time for good)
- Reduced cannon mobility penalty to 15%. Will be completely replaced with a differenct mechanic soon.
- RPGO_RebuildSelectedSoldier called with OPTIONAL_PreserveSquaddiePerks=false and with SWO Origins enabled no removes squaddie abilites properly
