Report a translation problem
The prerequisite to unlock the HQ is already written on the main mod's page, that's good enough in my eyes.
this requires mission 4 to be completed for both buildings to spawn.

Try re-subscribing, I've just reuploaded it from my saved version of the mod instead of the one I downloaded. Go in the outpost, leave it if bugged, then close the game, then check the log, because I have not the faintest what could be the culprit.
