Flag Emblem Scrollbar

Description
A simple interface mod that adds the scrollbar back to emblem selection, which has probably been missing for years at this point.

Essentially a version of Emblem Scrollbar Fix that works with the current UI: sp.zhabite.com/sharedfiles/filedetails/?id=2756611462
