Meaningful spy operations

This mod improves spy operations significantly. You now have a reason to actually engage in the e-spionage mechanic, besides the "steal technology" operation.


- smear campaign gives 5 times higher opinion penalty than before, but the opinion penalty will take the same time as before to decrease (in order to prevent the negative opinion from lasting hundreds of years). With this federations can be broken up and relations between empires seriously harmed

- you get 5-10 favors from the extort favor operation

- sabotage starbase now destroys 5-6 modules instead of 1-2

- Arm privateers now can spawn a bigger max fleet.

- prepare sleeper cells now lasts twice as long

- if you weaken the galactic empire via spy operation, you now lower the imperial authority by -40 instead of -20. This makes it easier to spark a rebellion later, as the ai tends to strengthen imperial authority way too much.
