Origin of the Phoenix Republic
Around 2040, mankind began its first colonization of Mars. Over the years, these colonies expanded and grew, until a true culture formed that was separate from its original planet of Earth, and was ushered in by the coming of a new generation which had never even set foot on the earth itself.

This culture thrived on technological innovation, and had established a trade system between the two planets which became highly prosperous. New developments meant the colony was eventually able to sustain itself, with the primary threat coming from meteors, along with the occassional pirate attacks, which were on the rise as mankind continued to expand to the stars.

To counteract these threats, one of the colonies developed advanced point defense systems to destroy incoming meteors and pirates. The system was well ahead of its time, and capable of outranging any of the naval vessels of that day.

Eventually, the various governments of earth took notice of this new technology, and began to place bids for it themselves. Worse yet, some of the governments that had originally sponsored the colonies laid claim to the new technology, and sent their various navies to capture the technology by force. Mars was placed under martial law, and eventually war broke out on the planet between the various earth governments seeking technological gain. The scientists who had developed these technologies eventually grew tired of seeing what they had developed for defense against pirates instead be used to shoot down civilian vessels violating quarantines and curfues.

Several of these scientists formed a conspiracy to destroy their own creations as a response. By promising cooperation with the governments and claiming to be improving upon the technology, the scientists were able to introduce various kinds of fatal flaws into the systems. Eventually the system was brought down, and governments of earth no longer had any prizes to gain. Enraged, they hunted the conspirators down and publicly executed them. Unfortunately, it did not stop there, and their families were hunted down and their colonies bombed from orbit.

Some of the conspirators, however, had seen this coming, and they had secretly begun building exploration ships in the event that the sabotage would fail or such a response would occur. These exploration ships were esentially cargo vessels rigged with improved engines for blockade running. As colonies were bombed from orbit, these ships flew full speed out into the void, with many getting shot down in their attempts to escape.

The survivors made for the outer rim of the solar system, and within several years they made it to the Saturn system. Believing it remote enough to go unnoticed, they began colonization of the moon of Titan, and creating mining operations within the rings and in the atmosphere of Saturn itself.

The members of this new society identified themselves with the Phoenix, having seen their civilization as one that rose out of the ashes of another.

Over time, the new colonies expanded and became prosperous. Those who had fled Mars set the development of this new generation of colonies, and warned them against those who would seek to hunt them down and finish the job. The culture of these colonies therefore grew well intertwined with the military, as an impressive navy began to form. Most leaders had served time in the military, or planned to while in office. Being in office did not exempt one from civil duties either, and all politicians felt the need to continue contributing to society in whatever way they had before their election, because being a politician alone was not sufficient pay. Politicians were paid a minimum wage to minimize the possibility of the corruption seen back on earth, and because those of the colonies believed politics to be a service to the citizen, not a seat of power over them.
Culture of the Phoenix Republic

The culture of the Republic is largely a direct result of the civilization's history on Mars and their subsequent exile from the planet. The primary example comes from the governments of Earth, which often caused people to rise and fall based on connections to other people in power. Those without networks were unable to achieve success, which often led to corrupted power bases rising and taking hold, and taking years to erode. This was epitomized in Earth's claim on the Martian technologies that led to the colonial conspiracies. Without any proper justification or due process, the governments felt entitled to what they felt was theirs, and laid hold of technology for their own purposes.

Because of this, the Republic was also highly isolationist in its early state, as they were highly suspicious of other governments due to the treachery of their past. Additionally, they did not want to make themselves known, should the governments of Earth ever become veangeful enough to come seeking after them. This slowly eroded as contact was made with organizations like Tristavian Shipyards, which was eventually welcomed into the Republic. Also, as time went on and Phoenix became more stable and able to defend itself, citizens began to feel more secure, and, as a result, opened themselves up to contact with other civilizations more often.

When the colonies on Titan were first founded, the culture was set strictly against the Earthly ideas of entitlement. No one would ever be able to gain anything by right of birth or because they were born into a certain group of people. Instead, a strict meritocracy arose, stating that only those who deserved power should ever be granted it. While senators were indeed democratically selected from each state, each state itself only existed because it was seen to have some merit in itself, which added to the good of the whole. Only when a group of people proved their worth to the Republic could they call for the vote to be recognized as a state.

With the addition of allies and the growth of the population, the definition of worth did become more flexible, moving away from industry and military contributions and more towards a balance with less tangible, intellectual and philosophical contributions as well. Eventually, the Republic saw more exceptions with the assimilation of allies into the whole. As a collective of states, each part of the Republic grew to develop its own individual culture, and assimilated allies were not pressured to change their own ideals, only adopt the overarching political structure.

Regardless, there remains a general culture that permeates many states of the Republic, which reflects the meritocritous ideas of its origins. Each citizen of a state bears the weight of that state's image, and they are held responsible for preserving the honor of their home or corporation when they venture out into other parts of the Republic. Most social interactions are highly professional and proper, and tend to keep acquaintances at a distance, especially those of other states.

Among the more traditional cultures within the Republic, military service is still highly revered, especially in those corporation states that have close connections with the Navy. It is normal for both men and women over the age of 18 to enlist for a time, before they seek out any form of higher education. In many cases, their higher education is combined with military service, as they receive hands on experience in Astronomics and other prosperous forms of industry.

Although often very rigid and demanding, the Republic's culture does promote one great virtue: within a belief that everyone should contribute to the good of the whole, there is created a necessity that each person is granted the opportunity to contribute such good. As a result, the government funds a majority of colleges and universities, making them free for their students. For corporations states like Huygens, which hosts many of the most prestigious universities (yet by nature of its existence requires some form of profit), the government does its best to make full scholarships readily available to students who have proven themselves academically thus far. Higher education is always combined with hands on experience in the student's respective field. Each university is designed to have a gradual and fairly natural transition into the working world. When students begin, almost all of their work is academic. As time goes on, the academic work decreases as their job experience increases, until the point that the job experience is all that remains, and they are on their way to rising through the ranks of their field.

It is also during the education process that many find their opportunity for government work. While some government organizations like the RMLA will offer students opportunities from the very beginning, others like the RTD require a student to show exceptional skill in a relevant trade before they are offered any work. By nature of its work, the RIA is the most exclusive, and is not something anyone can apply or contact wishing to join. Members of the RIA are chosen by the organization itself (often the very top students of their field), and are still granted a choice in the matter.

Religion

As with most any civilization, there is always a mixture of viewpoints in one's place in the universe. Many of the original colonists were religious themselves, and desired to shape Phoenix into a civilization that would be welcoming of those who held the same tendencies. Of course, the outplaying of religion varies very much from state to state, with some states having barely any belief systems at all, and others with a large majority believing.

In all, one thing is universal: all citizens have a right to choose their own religion. Throughout the education process, an effort is made to make things as neutral as possible. In most cases, a citizen can choose to study most any religion in particular as an elective. The same is true of evolution, which is not a required part of curriculums. Naturally, many choose to (and have the opportunity to) take many of these elective courses, so that they can make an informed decision for themselves.

For many of the religious population, the Phoenix symbol itself was re-adopted as a religious symbol, tracing back to early Christianity, which saw it as representing the Resurrection. Among other religions, it may be used similarly to mean life after death, whereas others take on the more meritocritous parts of Phoenix Culture, simply seeing it as another symbol which represents how man is to rise above his conflicts to achieve his own way (or to achieve what he believes God has called him to).

Much of the architecture within the Republic is also influenced by these religious undertones, and contains large towers stretching far away from the viewer. The intended result is often to draw one's view upwards, keeping his mind on the heavens. Among the secular population, the architecture remains popular, though it often is seen as a symbol of ambition - similar to the Phoenix.

The Moon of Titan
Titan was first settled by the refugees from Mars in 2065. The moon was chosen because of its size and resources, as well as an overall aesthetic that reminded the colonists of the red planet they had fled from. It was also far enough from Saturn to make it less likely to suffer from meteors coming off Saturn's E-Ring. The haze in Titan's atmosphere had an added benefit of obscuring the early settlements from orbit, which helped to keep the Titan colonies secret while Phoenix built itself up.

In actuality, the first Titan colony did not exist on the moon itself, but rather on stations around the moon. The same ships that brought the refugees from Mars were converted into livable stations for those who had taken the voyage. From these stations, smaller ships were created or converted from other civilian small crafts to mine the Saturn system for resources. Eventually, the refugees were able to construct ways to ferry resources down to the surface of Titan, where they began building the first few settlements.

These early settlements were simple bio-domes based around the equator of the moon. They were placed in the equatorial region under the recommendation of scientists who stated that the region would be the easiest area to terraform. Terraformation began in 2074, and reached a level in 2077 where the equatorial region was livable. This was accomplished through renovations in plasma shielding technology, which allowed methane gases to be kept out, and oxygen to be kept within. Over time, Phoenix scientists discovered ways to expand these fields further and replicate the technology to continue its coverage, but it still required enormous amounts of power to maintain, leading to further renovations in both plasma and cold fusion reactors to provide for such an infrastructure.

At this time, Phoenix decided to hold off on the terraforming process, preferring to devote resources to other projects. Titan was far from being over-populated, so the project was postponed indefinitely. This period would also give the scientists enough time to research any possible complications and fixes with terraforming the rest of the moon, which was likely to drastically alter Titan in many unexpected and unwanted ways.

By 2091, the equatorial strip was host to a metropolis that flowed continuously along less than half the circumference of the moon. The city scaled from small, 1-2 story suburban areas to towering spires a kilometer high in the most concentrated areas that housed the various offices, HQs, embassies, and so on of both government agencies and corporations. All of the city is located on the side of Titan that always faces Saturn.

The actual states of Titan are mostly located within this metropolitan strip, as the city is divided up between them. The state of Cayuga was placed at the center of the strip, so that it could act as a neutral ground for the major corporations. PFS is the largest state, owning both a large section of the city and a large portion of the expanse beyond which is used for their industry and testing facilities. KUS is another large state within the strip, and like PFS it owns parts of the moon outside the city for its industry. TVSI and XER prefer to have their main civilizations on Tethys and Enceladus, respectively. However, both own embassies on Titan within the Cayuga state. At times, the Senate will meet within Cayuga for their sessions. However, it is far more common for Senators to meet aboard starships or even by hologram.

Oneida and Mackay are of a very small number of states that exist entirely outside the equatorial zone. Mackay is located at the south pole, and Oneida in the northern Hemisphere several kilometers outside the main city.

Aside from these outer states, the rest of Titan is free to those who will claim it. Much of it is home to various shipyards, testing and research facilities, mines, and so on. Huygens operates several observatories accross the moon, mostly on the side that faces away from Saturn. Similarly, the RIA operates several early warning facilities accross Titan. Most of Titan, however, has yet to be explored.
---- Corporation States ----
Corporations States are a fundamental part to Phoenix society. They provide not only a large majority of its industry, firepower, research, and resources, but also contain the majority of the population.

Originally, few corporations existed, with Phoenix Fleets Systems being the first to arise, and sharing much overlap with the early government of the Republic. Over time, as the Republic grew, the population naturally grew far more diverse along with it. The result was a continuing differentiation between PFS and the Republic itself, culminating in the cessation of the PFS Navy in favor of the Republic Navy. Many states rose out of PFS itself, splitting off from the mega corporation due to philosophical differences or various business ventures. Other corporations rose naturally outside of the PFS state, and still others were external organizations from the Republic itself - allies that eventually were assimilated into the society.

Each corporation runs itself in a system that is unique to itself. To go from one state to another is like travelling between different countries during 20th century Earth. Different states contain different ruling structures, legislations, and ways of enforcing them. They are all free to govern themselves in their own ways, so long as no actions conflict with laws set down by the Senate. All discrepancies are handled by the ISS and the Ministry of Economics, which has led to the dissolution of some states in the past.

As of 2087, the senate ruled that all corporations were allowed to have a private military to which they could devote 10% of their military resources (all others were required to go to the Navy). These militaries operate under several conditions:

- Intelligence agents are stationed throughout the militaries to ensure that they are not moving towards hostilities with either the Republic or another corporation
- Private militaries are to maintain complete transparency at all times
- at any time, the Navy may call in 100% of the private military for its own needs
- Corporations are required to pay 25% of the cost of each ship operating within their private military to the Republic Navy.

In 2110, Corporate Security Forces replaced the Internal Security Service after it was compromised by Ceresian spies. In response to the increased demand for autonomy and power, the limitations on corporate power were relaxed, allowing them to expand their forces to 25% of their industry and strength.

Below is a list of the major corporations of the Republic, with a description of each:
Cygnet Design Industries (Swanicus)
After the release of Capt. Swan in 2076 and his acceptance of a spot within the republic, Capt Swan, the remaining crew of the Tazawa, and the engineering group from former Earth Gov. corporation MDN decide to form Cygnet Design Industries. CDI continues to base themselves out of Ganymede in the dome city of Sulcus Prime. However, thanks to the offer extended to Swan, CDI maintains a constant presence within the Republic with 4 senate representatives on Titan.

Officially, CDI decided to stay on the outer edge of the Republic's area of influence in an effort to expand their reach and to defend the interests of the Republic. Defense came in the form of Anti-Pirate operations in the Jovian system and the Jupiter Trojan asteroid belt. CDI vessels were also used as heralds of information back to the republic, typically informing on movements of unknown vessels, communications that were picked up, and occasionally tracing jump points performed in the area.

Despite their rather militaristic style of operations, CDI remains a large supporter of refugees from war torn areas, mainly focusing on refugees from the Mars conflict. Dr. Kristeen Rhody, one of the lead engineers sent to Ganymede by MDN and a main factor in the formation of CDI, insisted on maintaining a safe haven for these people. Upon creation of Sulcus Prime, she enacted the "Vilta Agreement", a formation of governing laws that protect incoming "Transient" citizens.

Being housed on Ganymede allowed CDI access to vast amounts of ice, which in turn allowed CDI to foster a lasting relationship with many of the corporations with the Republic, most notably KUS. After a deal was struck between the two to open shipping lanes from Ganymede back to Titan, CDI eventually became one of the largest suppliers of ice, oxygen and hydrogen back into Phoenix controlled space. For these operations, CDI provided the security for the facilities and shipping lanes, and KUS provided the equipment to mine and transport the goods.

The two corporations gained a major boost after XER went dark and the Navy quarantined Enceladus, restricting access to the Republic's once primary source of ice. At this point, CDI quickly accelerated to becoming the primary supplier of Ice for the Republic, alongside KUS.
HLF Corporation (DudredHL)
HLF Scientists were the original ones to develop AI targeting technologies that made the Martian point defense systems so successful. Therefore, they were also instrumental in the later sabotage of the same technology during the Martian Civil War. As such, they found themselves easily fitting in with the refugees that founded the Phoenix civilization, and they were granted their own moon to settle on, Hyperion.

In reality, the granting of Hyperion to the HLF colonists was not as selflessly motivated as it may have seemed by the rest of Phoenix. Aside from the PD technology they developed on Mars, HLF has also been one to delve deeply into human augmentation - to the point of AI integration with human minds. This eventually led to great controversy during the Mars Civil War, when Earth learned of the technology and sent a computer virus to hack the minds of many of these individuals, forcing them to do great atrocities.

As such, many in Phoenix felt that HLF deserved a place in the Republic, but they still wanted to keep the controversial corporation distant from daily society. One exception to this was PFS, which helped to invest in the HLF colonization of Hyperion, hoping to see the augmentation research provide some military benefits. Like many others, however, PFS still shared great skepticism over anything that directly interacted with the mind (like the AI integration), and discouraged HLF from continuing that research.

In 2073, only two years after the colony was founded, HLF suddenly went dark. The Republic was quick to launch investigations into the matter. Early unclassified reports of recovery teams indicated two things: that a war took place among the colonists, but the sides remain unclear, and something was found beneath the ice layer, although there is no clear information on what it was, the two events are often rumored to be connected.

One of the two sides ended up quickly winning this war before Titan could intervene. Contact was reestablished in early 2074, but the remaining Hyperion colonists remained very tight-lipped, demanding to speak with only the highest ranking officials of PFS and Titan. They wanted a deal that allowed them to become part of the Republic again, while maintaining sovereign control of the crater.

After a long period of deadlocked negotiations, their request was suddenly granted, but the terms were never disclosed. The HLF Corporation survived the event, and it marked a shift in the colony and corporation from mining to shipbuilding and research, with a focus on combat vessels; following a secondary deal with PFS.

This event became known as the Hyperion incident, and led to further regulations in the protocol for establishing additional colonies, yet the incident itself and the Hyperion Crater remain shrouded in mystery. HLF Corporation allows very few to ever visit the crater, and remains very protective of any intrusion. There is widespread belief that unique resources were what was found buried within the moon, while others point to more extravagant theories, but the truth remains largely unknown.
KUS Shipyards (Tyriosh)
After the wars on Mars in the late 2050s, and the founding of the first state of the Phoenix Republic in 2065 on Saturn's moon of Titan, two scientists and engineers from Europe saw the first generation of colonists that were not born on Earth. They believed it was their duty to help this new generation in setting up a new home among the stars.

Together with other engineers that disliked working for military organizations like the Phoenix Navy or later Tristavian Shipyards, they formed the KUS shipyards. Despite the peaceful philosophy of the shipyards, they still provide resources and infrastructure to build the starships of the Navy, and they are, aside from the RMLA, the highest provider of raw materials to it. To make sure these ships are only used for defense purposes, they have full insight in all fleet orders using their resources. Today, in an era of a fragile peace between the colonies of the outer solar system and earth, more and more freelancer kinds of ships were designed and given to the young generation. In 2087, the members of the Shipyards were highly received throughout the whole Republic, and given the honour to form their own state.
Phoenix Fleet Systems (Dark Lord)
Phoenix Fleet Systems was a major founding member of the Phoenix Republic, and therefore shares more than just a similar name. The corporation was instrumental in assembling the Naval Defenses of the new society, and as such had a major say in the formation of the military structure. Although often confused with each other, the Republic and PFS are distinct from one another in the roles that they form.

Within the PFS state, the population is highly patriotic, priding itself on military technology as the primary supplier of the Navy. PFS shares the same colors as the Republic itself - Blue, Gold, and White, and flags can be seen in abundance throughout the state.

While PFS itself does not hold any true political power within the military, it still gains much say in regards to the structure of fleets and the regulations of ships. This is due to the fact that most Navy ships are of PFS design, and therefore the opinion of their engineers are highly regarded amongst military officers. Indeed, most ship development processes take place in such a close cooperation with the military that it is sometimes hard to tell the difference between the two organizations.

Over time; however, PFS did begin to develop a more distinct culture to separate itself from the rest of the Republic. This began especially in 2087 where corporations were allowed to have their own private armies, and then in the following year where PFS assembled its own. At that time, PFS produced a more unique logo, handing over the shield to be used as a seal for the military.

PFS move nearly all of its private military to Saturn itself, and began constructing many secretive development facilities in Saturn's rings. Conspiracies began to grow as other citizens noticed partnerships between PFS and other corporations forming on various, yet highly vague and protected contracts, with rumors of highly experimental weapons technologies being researched at the ring facilites. Still, PFS continues to promote itself as a highly industrialized corporation that wants nothing more than the prosperity and defense of the Republic. It promises citizens protection through its huge export rate to the military, and pleasure through its growing civilian ship market.
Tristavian Shipyards (Tristavius)
XERcorp (Zeratul)
Xercorp stands for Experimental Engineering & Research Corporation, it was founded by a rich and successful Mars colonist, one of the first that had arrived, and a pioneer of military technologies. He developed the Mars' point defence system, and, through his work, he amassed an impressive wealth. With it, he began to set the foundations of the huge entity that is Xercorp, funding Martian universities and research centers, encouraging the students, and hiring them into his own laboratories. Xercorp soon rose amongst the elite of Martian corporations.

Foreseeing the rising menace from Earth's governments and their greed for Martian technology, Xercorp's administration council started a secret project aimed at saving the corporation's structural, economic, technological and human assets in case Earth's governments took over the Martian government. They started to redesign some of their old cargo freighters into stealth ships using highly advanced classified radar jamming technology. They also began fitting them for long travels with powerful military grade thrusters and all the necessary equipment for sustained space travel.

What Xercorp feared most happened, and they had to flee toward the outer rim. They had prepared well; however, and they scuttled all of the corporation's data and prototypes, leaving nothing for the Earth governments. Moving earlier than most Martian survivors, they were able to bring a lot of science and engineering employees along with their families on board. Even though they had lost a lot on mars, the corporation saved a lot for the future.

Their destination: Saturn. The chosen landing site: its moon Enceladus. This choice was made by Xercorp's officials very early in the secret escape project, mainly for its deuterium rich waters that can easily provide the required resources for high-energy research through nuclear fusion. This would allow them to continue some of the corporation's most promising scientific projects. The landing site, which was on top of a liquid water reservoir, soon formed into a prosperous and autonomous colony called Scientia, built in a similar way to Silicon Valley during early 21st century Earth.

Xercorp was one of the largest corporation states in the Phoenix Republic, and its contribution was mostly scientific, creating offensive and defensive systems and concepts. Xercorp has set foot on many asteroids in the Saturn ring, with some locations acting as military outposts and secret research bases, but most are mining outposts to bring minerals to the main colony on Enceladus. Xercorp developed many outposts of different uses on the moon itself, to cover its territory and exploit its deuterium rich waters. It was also rumoured, due to the high expense of mining operations and some unfortunate leaks, that Xercorp was building large underwater mobile headquarter under Scientia, in the liquid water reservoir itself, Where it could conduct its most classified researches.
Minor States (Dissolved)
By 2106, all of these states were dissolved or bought out.

Corporation States

Huygens (Bought by XER) - named after the probe that landed on Titan in the early 21st century, the Huygens corporation is a huge repository of knowledge for the Republic. They maintain vast libraries and observatories both within the Huygens state as well as within other states throughout the Republic. They are also home to Titan's premier college of Astronomics, which also has several branches throughout the Republic's other members.

Uyuni (Bought by HLF) - one of the only corporation-states that has no Astronomics division or relationship, Uyuni is a major producer of entertainment throughout the Republic. It has produced everything from Republic propaganda to controversial films criticizing the Republic itself or other corporations. Respected by some and loathed by others, Uyuni remains a subject of much heated debate, yet continues to thrive in its market regardless, often taking advantage of such controversy to market its products further.

Traditional States

Ligeia (Integrated into KUS) - one of the earliest traditional states to arise, Ligeia was created as a reaction against PFS's major focus on defence. To this day, Ligeia remains as a primary voice for pacifism within the Republic. Aside from its political movements, the people Ligeia are well known for their talents in the arts, producing much from movies, to art, to music.

Mackay (Bought by CDI) - a state located near the southern pole of Titan, Mackay is unique in that it is a traditional state, yet full of industry. Rather than being corporate related; however, this industry is largely due in part to the heavy presence of the RMLA, which is headquartered within the state. Its people take great pride in their government run industry, and often find themselves in competition with other industrial corporations states.

Oneida (Integrated into RIA) - Oneida is a state surrounded in much conspiracy. It has a very low population, and much of the state is dedicated to top secret research facilities. This is due to Oneida being home to the RIA, which more or less runs the state like an extension of itself.

Cayuga (Still exists, run directly by the Ministry of Economics) - located on the border of several major corporation-states, Cayuga serves as neutral territory for many major deals and co-op programs among the corporations of the Republic. Its people are proud of their neutral heritage, and content themselves in fostering relationships between corporations for the greater good of the Republic, rather than seeking to make any direct contribution themselves.

I am a total novice at Timelines and have only been online for just 2 months. In this time I have been taught a lot! I am still learning! I have a Lore crew member at level 30. But this is the 1st time I have even encountered the Guide Section here on Steam! I am currently looking for a vacant Squadron Leader to help lead and command my fleet called "Starfleet Tamworth"! You could add a moto to the Foy Republic. somting in the manner
