Phoenix Lore VI: The Europa Conflict

2104 - Republic Intelligence (RIA) negotiates with WMI for CEU's orbital bombardment technology. They also begin to plot a coup with York to overthrow the leadership of House Tokugawa.

2104 (Mid) - Phoenix gains the upper hand in space, but CEU remains more dominant on the ground due to their unexpected air superiority.

2104 (Late) - Several powerful weapons are introduced by both sides. Phoenix begins to make gains in the ground war and solidifies its hold in space, but Amphion (CEU aligned) introduces new weapons to continue limiting their effectiveness planetside.

2105 - Phoenix introduces the Carnifex, finally forcing the ground war into a stalemate instead of the former losing scenario for Phoenix. Tokugawa's leadership is overthrown by the RIA/York plot.

2106 - After having lost its primary base of operations on Europa, PFS and its senate allies concede their stance on the war, allowing KUS to move to seek peace with CEU.

2106 (Late) - The "Europa Accords" are signed into law between Phoenix and the Ceresian Alliance. This marks the official end of the war, as well as policies for a new alliance between York and the corporations of the Republic.

Phoenix Alliance

Phoenix Republic

Ceresian Alliance

Ceresian Economic Union (CEU)
- House Tokugawa - original aggressors, began the war through orbital bombardment of CDI
- House Ramirez - allied alongside Tokugawa in fighting Phoenix
- House Magoro - largely neutral
- House Volkov - largely neutral
- House York - as expected of their position as the leading house of CEU, they contributed a token fighting force against Phoenix. However, the leadership of York primarily worked during this time to overthrow the leadership of Tokugawa.

Eridani Union
The Union had been targeting Europa for some time as an industrial site prior to 2103. The expansion of Phoenix through the Jupiter System prompted them to make an alliance with CEU prior to the conflict, and thus they were a large part of the war planetside.

Amphion Corporation
The attention of Amphion remained largely on the simultaneous Horus Revolution on Earth during the Europa war, due in large part to the ties that the corporation still had to Mars. However, they contributed some key technologies to CEU's efforts in space.

Neutral Parties

Uranian Confederation
Having sought in every way to distance themselves from the politics of Sol, the Uranian Confederation refused to aid either side directly or indirectly.

Whiplash Military Industries
The experimental weapons mega-corporation aided both sides during the war, primarily through the use of orbital bombardment and missile technologies.

Shivan Empire
Due to their astronomical distance from Sol itself, the Empire also remained politically distant from the conflicts of the system. They began to suffer from inner terrorism towards late 2105, and therefore they cut off all communication with Sol by the time the Europa war ended.
Precursors to the War
The Europa conflict was primarily centered on the Ice industry. As mankind continued to expand further into space, Ice became of increasing value to colonists and explorers alike. Its value is rooted in two primary things:

1) for colonies, in the provision of the water and oxygen necessary for life.
2) for hydrogen fuel, used to fuel the most common types of trans-planetary engines.

As colonies grew, militaries expanded, and explorers pushed the boundaries of the solar system, so ice also became of increasing value. By the late 21st century, ice was as valuable (and in some places more valuable) than gold was at the beginning of the century.

By this point, any successful industrial pioneers, even with the need and demand of many other resources such as steel, iron, silicon, and so on, must have had some foundation in the ice industry to remain competitive.

Phoenix Republic

Civilizations like the Phoenix Republic capitalized upon this, taking most of their ice from the moon of Enceladus. The Phoenix coporation of CDI, however, was based in the Jupiter system on the moon of Ganymede. They relied primarily on ice mined from their own moon, since it was far more obtainable than shifting trade routes with Saturn.

A major shift occured for Phoenix in 2102, when the Enceladus-based corporation of XER went completely silent. Suspected of conspiracy, the RIA declared the moon under quarantine, and the Navy blockaded the moon. Some ice trade was still maintained via the federal mining organization RMLA, but corporate mining from corporations such as KUS were cut off.

KUS had been a partner with CDI in the Jupiter system before this time, and so they decided that the system was the most natural place to compensate for their situation. The Republic itself also found itself in higher demand for ice, and so pressure was placed upon both CDI and KUS to expand their mining markets however possible.

KUS and CDI decided that the easiest course of action was to begin mining the moon of Europa. This would not only give access to the largest amount of ice most easily (requiring very little mining to obtain), but it also secured a massive ice deposit for the Republic into the years beyond. By controlling Enceladus and Europa, Phoenix would gain a monopoly over the largest single deposits of ice within the Sol System. The senate therefore approved this measure, and the two corporations began their operations on the moon.

Ceresian Alliance

The members of the Ceresian Alliance also enjoyed a wealthy ice industry, mining the various asteroids found within the belt. CEU's houses had established a ruling cartel over many major organizations within the belt, and a large majority of trade through the belts was taxed.

However, with expanding populations within the belts, demand for ice began to increase. This became more emphasized as relations with earth continued to fluctuate, ultimately becoming more volatile in the late century with the rise of Horus. Trade with earth became more scarce, further adding to the issue.

Asteroid mining was also dangerous, with millions of micro-asteroids posing constant and unpredictable threats to trade vessels that dared the belt. Many corporations resorted to trade rather than risk the belt, while others braved it due to its vast amount of wealth, considering the loss of life to be worthwhile.

To resolve these issues, the CEU began to look into the possibility of mining Europa for similar reasons to Phoenix - it was a massive ice deposit ready to be extracted with minimal effort. Its position relatively close to the belts made it an ideal location to begin the expansion of belter industry.

Although CEU had looked into the Europa market, they had yet to make any official claims or movements in that direction. House Tokugawa, with its aggressive leader, routinely called for action, but was often ignored due to his negative public opinion throughout the rest of the Union.

When Phoenix expanded to Europa, Tokugawa decided to take things into his own hands. The first bombardments of CDI facilities in 2103 were filmed by Tokugawa, and broadcast to the CEU. The House made several statements criticizing the dominant house of York as being pointlessly inactive, "They continued to sit around, playing politics, and now Phoenix has beat us to it! Tokugawa will take action where York has failed the Union!"
The War 2103-2104
Beginning

On 2 February, 2103, CDI mining colonies suddenly found themselves under siege as kinetic torpedoes began to rain down from space above. Tokugawa began the war with its deployment of Harbinger Orbital Siege platforms, utilizing new technologies that had been developed and bought from the WMI corporation.

CDI fought back to the best of its ability, but despite having a large security force, they were unprepared for the full weight of the CEU military under Tokugawa's leadership. CDI chose to retreat its Europan fleet to their home world of Ganymede, prepared to defend themselves should CEU press the attack further into Phoenix space. This left the troops on Europa stranded, who retreated into underground facilities and any form of shelter they could find.

CDI sent out a distress call to the Senate, but it would take months for the proper planetary alignment so that the Heavy Fleet could arrive. Jump Drives were still relatively new in Phoenix, and many of its larger ships had yet to be retro-fitted. CDI did their best to wait out the siege, but many of these troops did not survive the coming months, as CEU began its ground invasion and started taking as many facilities as they could find.

Although the Heavy Fleet was months away, Phoenix sent in a vanguard of Shrike Hunter Killer Cruisers and other newer, faster ships to begin preparing for the invasion. By April, Tokugawa ceased the vast majority of its orbital bombardment, as too many of their platforms were being easily picked off by the Shrikes, only for the predators to disappear as quickly as they had come.

Having been given breathing room, CDI ground forces began to fight back against CEU, but continued to face losses in the face of overwhelming forces. CEU's massive use of air power continued to force CDI into hiding, despite the lack of bombardment.

Main Conflict

By December 2103, Tokugawa began to make plans to put their Harbingers back in orbit and finish what they started in one swift and massive destruction of Phoenix forces. Their breakthrough came when AAi developed their counter to the Shrike - a fighter based platform for launching homing torpedoes that could track the Shrikes even after they completed their jumps.

Unsure of exactly how many Shrikes existed, Tokugawa chose to move their fleets in slowly, ensuring a complete purge, before they brought back their Harbinger platforms. However, this quickly changed in April of 2104, when the Phoenix Heavy Fleet finally arrived and began their own purge of CEU space forces.

Phoenix ships began to hunt down CEU ships in orbit above Europa, either destroying them outright or boarding them with the aid of Marines from the Foy Empire. These incidents of boarding continued to give Phoenix an edge in space, as they managed to gain valuable intel on CEU fleet movements and reinforcements and intercept them.

By June 2104, a stalemate of sorts had occurred in orbit over Europa. Phoenix had dominance for the most part, but was still vulnerable to the mass hit and run tactics employed by CEU. This Harassment often kept Phoenix from providing resources to ground forces, or from preventing CEU from doing the same. However, Phoenix did manage to establish a well defended corridor through which they were able to supply a large amount of their ground forces.

On the ground, the opposite continued to occur. Although aided by augmented troops from HLF and Marines from Foy, Phoenix troops were either too small in number in many cases, or simply could not bear up under the power of CEU air forces. Phoenix military forces had always trained primarily for ship to ship combat in orbit, the kind of fighting they had most expected to encounter. No one had anticipated that an asteroid based civilization like CEU could have such a massive air force, and thus they paid for this underestimation. Ships like the Sabiroid were introduced by PFS to aid the ground war, but these advantages were short-lived, as CEU's Hyperion Systems worked overtime to develop counters to any planet-side weapon that Phoenix deployed. Ships like the Cougar, for example, were made specifically to hunt the new Sabiroid frigates, and were deployed in an astonishingly quick response to the Sabiroid, leading many to believe that CEU had somehow infiltrated PFS and learned of the Sabiroid development.

In September of 2104, PFS introduced the Jotunn, its own answer to the Harbinger platform, using the same technology that was purchased from WMI. The bombardments provided some assistance to Phoenix ground forces, but the Jotunn continued to serve in a more propaganda style capacity than anything else. The low gravity of Europa also necessitated that the Jotunn be closer to the surface in order to gain better precision. This meant that high altitude craft from Europa were capable of hitting the platforms, a fact that the same AAi fighters that had hit the Shrikes before now took full advantage of. Several Jotunns were shot down, and then Phoenix pulled them back into its blockade, where they became nothing more than a simple threat.
The War 2105-2106
The Stalemate

Phoenix' breakthrough on the ground finally came when PFS developed the Carnifex battleship, which presented as an immovable defensive platform against the waves of lightly armored CEU strike craft. The Carnifex was slow and vulnerable to ambushes, however, so it served almost exclusively in a defensive role, hovering over vital Phoenix positions as both a weaponized and psychological deterrent.

Due to this, CDI was able to solidify many of its positions, and regain several lost facilities. PFS took the time to develop a specialized docking facility for Sabiroids on Europa's highest peak, deep within Phoenix territory. This facility served as the primary staging base for Phoenix on Europa until nearly the end of the war.

While Phoenix began to make progress on the ground, it began to lose some in space. York of CEU introduced their own capital ship around this period, which began to work in conjunction with CEU raiding fleets to wear away at the 'Phoenix corridor'. Unlike before where such raids were ineffectual, the new capital ships provided distractions that were too dangerous for Phoenix battleships to ignore, and disrupted formations to allow for smaller, faster craft to ambush them.

In spite of the advantages that both sides were beginning to enjoy in their respective arenas, the costs of war were beginning to catch up with both sides.

Within CEU, Tokugawa's leadership was overthrown, removing a major voice for war within their society as York advocated for a quick resolution to the problem, fearing that to continue much longer would make Europa a prize no longer worth the price that was being paid. CEU intelligence brought reports of a revolution on Earth, and corporations like Eridani and Amphion began to pressure the Alliance to turn away from Europa to more important conflicts. Amphion, in particular, was far more interested in regaining some of their martian assets, believing them to be much more worthy goals.

Within Phoenix, similar movements ocurred, especially with new intelligence pointing towards a new revolutionary group on Earth that presented a very old and long dreaded threat. Many within the senate began to side with the pacifist KUS corporation, knowing that to continue much longer on Europa would leave Phoenix too vulnerable for Earth, should it decide to take advantage of the conflict. PFS, however, continued to point to new advancements, stating that it still believed the war could be won, and the monopoly of Europa could afford the Republic a major advantage in deploying against Earth later on.

Conclusion

Although both civilizations began to move towards a diplomatic solution to the conflict, holdouts like PFS still remained, with their counterparts in CEU refusing to relent out of spite to the nationalistic corporation. Under the command of York, CEU launched a massive invasion against PFS's Sabiroid facility and swiftly took it over, taking everyone off guard.

Having lost their most valuable staging and refueling point on Europa, PFS capitulated under the political pressure of the Republic Senate. Although some holdouts remained, the majority of pro-war senators followed suit, and the balance was tipped in KUS' favor. KUS then sent a delegation to meet with House York and sign the 'Europa Accords', officially ending the war.
Backroom Politics and the Role of Intelligence
Ceresian Politics

Although the conflict was started by Tokugawa's act of aggression against CDI, a majority of events to follow were orchestrated by both Republic Intelligence and York, working together in a strange sort of alliance while their two civilizations warred with each other.

In order to save face, House York publicly followed Tokugawa into war and supported them, as expected of any of the houses of the CEU. Privately, however, York saw Tokugawa as reckless and warmongering. Years before the Europa Conflict, the eldest son of Tokugawa, Jirou, assumed power after his father was killed in an "accident". Since that time, the new ruler had continued to push the boundaries with his aggression, even going so far as to actively worsen Phoenix and CEU relations through the assassination of Thaddeus Richter in 2098, which resulted in Tokugawa being declared an enemy of the Republic.

York began to fear that House Ramirez, which had infiltrated much of Ceresian Intelligence and slowly worked itself into an increasing alliance with Jirou, was plotting to overthrow them. With Tokugawa being the ruling house over the majority of the CEU military, their allegiance would be instrumental to any attempted coup.

Meanwhile, York had secretly fostered its relationship with the Republic through agents of the RIA, where both parties hoped to establish a trade agreement despite the more aggressive parties in both of their societies. However, this relationship became increasingly strained and near-nonexistent in the years leading to the Europa Conflict.

When the Europa Conflict began, propaganda from Tokugawa began to make York even more afraid, as Tokugawa was presenting York as inactive and complacent, where Jirou would be the one to make the CEU strong. York also knew that the war would be long and expensive, and likely to ruin their public image further. A revolution was seen as a likely outcome, so York contacted their former allies in the Republic to come up with a solution.

This solution presented itself in Reiku Tokugawa, the sister of Jirou. Being far more level-headed and a longstanding ally of House York, she was the ideal candidate to replace her brother and bring an end to the unnecessary hostilities.

The Coup

Agents of the RIA arranged to smuggle Reiku out of Ceresian space and into the Republic for safe-keeping until the coup against her brother could be overthrown. This took place throughout 2104, where the RIA purposely stirred up controversy by negotiating with WMI for the Harbinger technology. They leaked the details of this deal to the CEU, as well as the knowledge that a contract for an orbital platform had been made with one of the Phoenix corporations and one was already in development. By September of the same year, PFS released its Jotunn, as promised, and produced a massive propaganda stunt broadcast to all of CEU.

The results were more than satisfactory. Many Ceresian citizens became upset with Tokugawa due to the fact that they had failed to both stop Phoenix from gaining this technology, and then again when they failed to keep them from developing and deploying it. York fed underground movements to increase a public perception that Jirou was overly-aggressive, and had sealed his own fate by competing with Phoenix and fatally underestimated his opponent. This perception began with the arrival of the Phoenix Heavy Fleet earlier that year, and the Jotunn brutally reinforced it by the year's end.

Tokugawa soon faced riots from many of its citizens, which provided the perfect distraction for the RIA to do their work. Reiku was successfully extracted into Phoenix space at the same time, while York continued to sow the seeds of her brother's downfall.

By June 2105, a full-scale coup finally took place, and Jirou's headquarters was overrun by rioting citizens, with him being imprisoned the following day. In the chaos, York sympathizers placed themselves in key positions and assumed control, until Reiku could be brought back safely and secretly.

House York now needed to re-establish itself as the rightful and competent rulers of the CEU, so they promised to bring an end to the war within a year.

RIA Manipulation

Now, the responsibility of solidifying an alliance with York rested with the RIA, who proceeded to manipulate the Phoenix military environment so as to provoke a pacifist movement within the Senate.

York managed to produce a capital ship around this same time, which was another propaganda stunt on their part to solidify their public image as the leaders of the CEU. The RIA took full advantage of this by calling back several key ships from Europa space, due to new intelligence arriving over the revolution on Earth. RIA agents persuaded military leaders that the ships would be necessary in a coming and far more important conflict, and therefore the Phoenix corridor on Europa was weakened. York's capital ships started to raid the blockade, using intel from the RIA to be more effective. Supplies on Europa began to run short, and PFS found its new Carnifex and Sabiroid deployments severely limited.

Pacifist movements in the Senate began to grow in response to these losses, citing rising costs and hollow promises from the PFS corporation, as well as the growing threat of the Earth revolution. However, Phoenix was still able to maintain enough of a stalemate that the majority of the Senate still leaned towards the continuation of the war.

The final push came in early 2106, when the RIA again leaked intelligence to York for a Phoenix defeat. This time, York moved swiftly and decisively to capture PFS' main base of operations on Europa, effectively putting an end to their Sabiroid operations, and much of their ability to refuel their aerial fleet. Although the RIA was responsible for the loss of this base, they also released the intelligence on the terms that York would return it to PFS when the war ended, which became a condition of the Europa Accords later.

With this, PFS capitulated, and the Senate swung in favor of KUS' pacifist position. The "Europa Accords" were signed late 2106, and the RIA and York finally had their alliance.
The Europa Accords
On November 14, 2106, on board the Phoenix dreadnought 'Redemption', the Europa Accords were signed. This brought about the immediate end of hostilities between CEU and Phoenix, as well as opened the way to a future alliance between both civilizations against their common enemy on Earth.

The conditions of the Europa Accords were as follows:

1) The immediate end of hostilities by both factions, and the return of CDI facilities to their original owners, as well as the Sabiroid docking facility back to PFS control.

2) Europa was divided into two primary zones, one for CEU and the other for Phoenix. Both civilizations were allowed to settle in their regions without hindrance, but a neutral zone barrier would continue for the next several years. This neutral zone also included the 'FarCloud Station' colony, which had endured on the moon since the time of the first Martian colony.

3) Moons of the Jovian system were placed strictly under the authority of either faction. Ganymede would remain under full Phoenix control, while Io would remain under the Ceresian Alliance. Other moons were declared neutral. Corporations were allowed to settle and mine these moons, claiming industrial sites under the terms of basic Solar Law. However, neither civilization was allowed to settle these moons in either a civilian or military capacity until future terms could be drawn up.

4) In addition to the Jovian system, a similar dividing line ocurred within the Trojans between the territories of CDI and Eridani. Both corporations were allowed to expand within their limits, but a strict dividing line separated the two to a permanent and effectual capacity.

5) Terms of immigration and cooperation were drawn up between the Ceresian Alliance and the Republic. This allowed for corporations and civilians both to expand their markets and explore new opportunities.

Within Phoenix, CEU citizens were granted the right to settle, so long as they worked out contracts with their host corporation, which would allow them to use their corporate territory as a place for their development. Such settlements existed more as private contracts between corporations and colonists, rather than any federal process by the Republic itself. However, these settlers were restricted to operating solely within the host corporation's bounds, unless other corporations also pursued contracts with them.

Within the Ceresian Alliance, Phoenix corporations were allowed to expand their markets and compete with the corporations present as they saw fit. Some corporations like TVSI took advantage of such opportunities, and found a prosperous market within the more outlying civilizations of the Alliance. However, taxes were usually too high within CEU itself, due to the monopoly of Hyperion Systems. Because of this, any Phoenix ventures within CEU were very short-lived.
