Level 1 enemies in Skyrim have half HP.
Also you don't need or want a combat overhaul if you're playing a stealth build, because you never get into combat. All you do is shoot at unaware enemies and never get hit back, so there is no "combat".

Since many people do not notice even major issues with vanilla Skyrim but do assume all mods are broken or bugged, I keep getting reports about this.
So far, those reports haven't even contained any information that could help me find out what the bug in Skyrim is - they are usually along the lines of "this mod is imbalanced". So I have given up all hope of finding out the issue, and am in fact on the verge of taking down Wildcat because getting constantly blamed for an unknown Skyrim bug is getting tiresome.
On a related note, loading a game gives all NPCs their perks twice, making them super strong. Since some of their perks target the player specifically, this can result in ridiculous damage or resilience. No fix.

Works both ways. Grats on shooting them first. Also the Impact perk lets you perma stagger with spells so why not bows. Turn off bow stagger in the MCM. That's what it's there for.

There hasn't been a single implementation of locational damage in this game that actually works properly.
Go troll someone else. 0.12 -> 0.1 is not 12 times less effective. zzzzzzzzzz

Amount of damage absorbed has nothing to do with armor skills. I'm not surprised to hear this feedback though, ever since someone complained that perks that increase your damage are useless because they slow down levelling.
